The U.S. National Weather Service wind chill formula: 35.74 + 0.6215T − 35.75V^0.16 + 0.4275TV^0.16, where T is air temperature in °F and V is wind speed in mph. It's the standard formula used in North American weather forecasts.
The formula is only valid for temperatures at or below 50°F and wind speeds of 3 mph or higher — it was derived from cooling models that don't hold outside that range. Outside it, the "feels like" effect from wind is negligible or the formula produces unreliable results, so no number is shown.
It's a real physical effect, not just a sensation: wind increases the rate heat leaves exposed skin, which is why frostbite can set in faster at a given air temperature when wind speed is higher.
